England’s Simpler Recycling starts – can it match Welsh success?

Wales boosted recycling rates to 66% by making it simple. Can England follow suit?

England’s Simpler Recycling scheme for businesses kicks off today, aiming to clear up confusion and boost recycling rates.

But can it match Wales, which has already seen impressive success with its own Workplace Recycling Regulations?

Since Wales introduced its rules in April 2024, compliance rates have been strong. Audits show 89% of businesses are correctly recycling glass, 78% food waste and 75% paper and card.

Cardiff alone has seen a 20% drop in residual waste and a 40% rise in food and glass recycling.

So what’s driving this success?

A key factor is Natural Resources Wales’ supportive approach, prioritising guidance and practical advice over strict enforcement.

Clear communication has also played a crucial role, especially for food-to-go outlets where language barriers exist.

Wales’ strategy proves that simple changes make a big difference.

Grouping bins together, using colour coding and clear signage have all helped businesses recycle more and waste less. It’s a model England would do well to learn from.

While England’s household recycling rate has stalled at 44%, Wales has surged ahead, reaching 66% – the second highest rate in the world. But they’re not stopping there. Wales is developing a Deposit Return Scheme and expanding reuse initiatives like repair cafés and Libraries of Things, where communities can borrow household items instead of buying them.
